Project overview
ORIOLI, reference BRM068, is a large-scale nature-based carbon project under development in Papua New Guinea. The historical project documentation identifies approximately 52,750 hectares of predominantly intact customary forest, including riverine, wetland, mangrove, lowland and lower-montane environments. The project is intended to protect standing forest from deforestation and degradation while supporting sustained participation by customary landowners and local communities.
The project was originally developed through Hop2it and has since been assigned to BRM Carbon Solutions for continuing development and commercialisation through its Papua New Guinea operations. BRM is reviewing the inherited project records, rights, consents and technical work against the current legal, sovereign and market requirements. The earlier Project Design Document provides a development foundation, but it does not represent current validation, registry acceptance or issued carbon credits.
Project Purpose and Opportunity
ORIOLI responds to the risk that commercially valuable tropical forest may be exposed to logging, agricultural expansion, settlement pressure and other forms of land-use change. The historical material describes a landscape that remains substantially intact and records customary-landowner interest in conservation as an alternative to forest extraction. The project seeks to place long-term value on responsible stewardship while retaining the ecological functions on which communities depend.
The commercial objective is to progress a credible forest-carbon project through updated documentation, government requirements, an eligible methodology, independent assessment and an appropriate registry pathway. Any future Carbon Credit Units will depend on confirmation of the eligible area, baseline, additionality, safeguards, monitoring arrangements, validation, verification, sovereign approval and issuance. BRM does not present historical estimates or projected units as issued or guaranteed credits.
Forest Landscape and Environmental Value
The source PDD describes a varied forest landscape extending from mangrove and wetland systems through dense lowland rainforest to ridges, valleys and lower-montane environments. River systems provide important access and support community livelihoods, while the forests supply habitat, watershed protection, food resources and materials used in customary life. Protecting connectivity across these environments can strengthen resilience and reduce emissions associated with forest loss.
The broader landscape is identified as biologically significant, with diverse flora and fauna associated with tropical forest, wetland and riverine habitats. Historical geospatial work indicates high vegetation density and biodiversity value, but these assessments must be updated and independently reviewed before quantitative claims are published. Sensitive species locations, detailed biodiversity records and project-area mapping should remain within controlled technical documents.
Customary Landowners and Community Participation
Customary landowners and affected communities are central stakeholders in ORIOLI. The development framework is intended to recognise customary rights, local knowledge and community decision-making while maintaining clear records of authority, participation and benefit sharing. BRM must confirm that inherited consents and agreements remain valid, complete and appropriate for the current project pathway.
The proposed safeguards framework includes Free, Prior and Informed Consent, social mapping and landowner identification, gender equality and social inclusion, a grievance redress mechanism, and environmental and social assessment. Potential benefits may include local employment, training, forest-monitoring roles and agreed investment in health, education, housing or community infrastructure. Specific commitments must follow approved plans, available project revenue and transparent governance arrangements.
Technical Development Approach
Technical development includes satellite and geospatial analysis, vegetation and land-cover assessment, historical forest-loss review, risk mapping, field verification and carbon-stock assessment. The inherited work draws on multiple remote-sensing sources and proposes combining digital monitoring with local observation. BRM will need to establish a defensible evidence chain by reconciling mapped information with field data, project rights and stakeholder records.
The updated project documentation must define the eligible boundary, baseline scenario, deforestation drivers, additionality, leakage risk, permanence measures, carbon pools, monitoring methodology and safeguards. BRM is treating the earlier PDD as a historical working source. Methodology references, calculations, maps and forecasts must be tested against current data and the requirements of the carbon standard, registry and Papua New Guinea authorities ultimately selected.
Monitoring Permanence and Risk Management
The proposed monitoring approach combines satellite observation, periodic change detection, field reporting and locally informed surveillance. It is intended to identify potential logging, fire, agricultural expansion or other disturbances and to support timely investigation and corrective action. BRM should also confirm the project company, authority to act, status of supporting approvals, and consistency between legal boundaries and the technical project area.
The next workstream is to update the PDD and safeguards documentation, select the current methodology and registry pathway, complete required field and technical studies, and continue stakeholder and government engagement. Independent validation and verification, registry submission, issuance and commercial sale remain later-stage outcomes and must not be represented as completed while these development gates remain outstanding.
Governance and Integrity
BRM Carbon Solutions PNG Limited is identified as the project company for this public profile, subject to final confirmation before publication. Governance is intended to combine BRM commercial oversight, Papua New Guinea operational management, customary-landowner participation, government engagement and independent technical assurance. The assignment, project agreements, authority to act and relevant development rights should be maintained in the controlled project record.
BRM will progress ORIOLI in accordance with applicable Papua New Guinea requirements and the rules of the selected carbon standard or registry.
